Do wipes really block drains?

Yes, even the ones labelled flushable. They don't break down like toilet paper, and they're one of the most common causes of a blocked toilet or sewer line we see.

Who is responsible for a blocked sewer, me or Sydney Water?

It depends where the blockage sits. Everything from your boundary shaft in is your responsibility and ours to fix; if it's surfacing out at the street and your neighbours have the same issue, that's a Sydney Water mains problem.
